The Advisor, Engineering reports to the Chief, Construction-Engineering and supports the project team during the call for proposals and construction phases of the new terminal, to be executed by design-build-finance-operate-maintain (DBFOM). The incumbent will help define, plan, organize, review, coordinate and control technical activities for the construction of the new terminal. He will support the management of construction sites and help effect requested studies and assessments. The incumbent will be responsible for technical monitoring of the CTC project. To this end, the Advisor, Engineering CTC must: Identify needs and discuss and analyze technical plans, quotes, and specifications for the call for proposals and DBFOM activities. Work with all internal and external stakeholders to analyze and define needs. Respond to and follow up on bidders’ requests for information (RFIs) during the call for proposals phase; Ensure rigorous follow-up and feedback on bidders’ deliverables and requests; Follow up on Private Partner requests for changes and contract amendments during the work phase; Analyze and compare results and propose recommendations for the Private Partner’s deliverables (submittal review) during the design and work phases in a timely manner; Provide technical recommendations to their hierarchical superior; Ensure rigorous follow-up on changes to technical documents; Prepare descriptions of the mandates for awarding contracts to consultants for study and design services; Verify and validate cost estimates for professional services and work submitted by consultants; Review and offer feedback on Private Partner meeting minutes; Perform work inspection; Write up site visit reports and lists of shortcomings; On a monthly basis, validate the progress of the Private Partner’s work and certify amounts payable; Ensure work compliance on the MPA’s behalf and prepare a project closeout report.
