DESCRIPTION OF DUTIESWithin the framework of the delegated authority, the incumbent is assigned all or part of the following responsibilities:1. Provide technical leadership and managerial support to the work program, ensuring that the activities in this area are carried out efficiently and Lead support to Member States and relevant WHO Offices as requested and coordinate the development of national strategies and policies through authoritative policy advice and recommendations on plan of action for improvements in the existing health systems; act as a technical advisor at the senior counterpart level and the public concerning relevant Oversee, as requested, in-country activities concerning promotion, prevention, care and data for MNS Initiate and coordinate implementation of actions and guidance for interventions in high-risk groups and environments, and provide technical supervision in the development, testing and/or dissemination of major WHO and inter-agency normative guidance and tools5. Advise WHO senior staff in providing leadership with Member States, UN agencies and Non-State Actors and support WHO''s advocacy Promote or conduct the implementation of public health research for MNS Oversee the analysis and synthesis of data on MNS conditions and their consequences, and promotion, prevention and care for MNS conditions and on the implementation of public health strategies and action plans and lead the preparation of high-level Organize capacity building, across the different levels of the health and social care Build strong partnerships and advocate with counterparts in technical departments at HQ and in regional and Country Offices and negotiate with donor and development partners(UN and bilateral) to harmonize policies and Lead, if requested, WHO''s response to mental health in one or more Coordinate the development and monitoring of work plans and budgets including resource mobilization for the work programme and follow up on the implementation of planned Oversee contractual engagements with partners and Perform all other related duties as assigned.REQUIRED QUALIFICATIONSEducationEssential: Master''s degree relevant to mental health, brain health, alcohol, drugs and addictive behaviours ( in public mental health, clinical or counselling psychology, psychiatry, neurology/neurosciences, addiction medicine, mental health/psychiatric/neurological nursing, mental health/psychiatric social work, mental health economics, medical anthropology, psychiatric or neuroepidemiology).Desirable: Postgraduate degree in public health. A doctorate in one of the above-mentioned fields.ExperienceEssential: At least 10 years of progressively responsible professional experience leading programmes related to mental health, brain health, alcohol, drugs and addictive behaviours focusing on mental health services/systems, promotion, prevention and care and data for MNS conditions. Within this experience demonstrated professional experience working at the country and/or regional level providing technical advice and services to Ministry of Health/Member States and other partners on mental health related issues. Experience managing complex projects. Demonstrated international experience.Desirable: Experience with WHO or another United Nations agency in mental health, brain health, alcohol, drugs, and addictive behaviours.SkillsIn-depth knowledge of and expertise in technical aspects of field of specialty (knowledge of policies, systems, and interventions for MNS conditions[including treatments, promotion, and preventive activities], mental health and human rights, and epidemiology).In depth knowledge of country level situations with regard to mental health, brain health, alcohol, drugs and addictive behaviours with good understanding of country needs, priorities and policies, along with WHO''s policies, practices, and guidelines and in the related areas. Ability to develop innovative approaches and solutions. Ability to demonstrate effective interpersonal skills by working harmoniously as a member of a team, adapting to diverse educational, socio-political and cultural backgrounds and maintaining a high standard of personal conduct. Ability to identify issues, formulate opinions, make conclusions recommendations. Ability to review and revise policies and objectives of assigned program and activities. Interpersonal skills using tact, patience, and courtesy. Public speaking techniques. Excellent drafting and communication skills.
