<p>Descriptive Statement</p> <p>The Traffic Control Supervisor is a FLSA exempt, middle management position under the general supervision of the Traffic Engineer.&nbsp; The position uses initiative and independent judgement to perform and supervise the work of maintenance staff engaged in the maintenance, repair, and installation of various traffic control devices, including traffic signs, pavement markings and traffic signals.&nbsp; The Traffic Control Supervisor is also responsible for planning, budgeting, purchasing supplies, assigning work orders, training, and recommending actions related to subordinate employees.&nbsp;<br /> <br /> This job description is an overview and is intended to describe the general nature and level of work being performed.&nbsp; It is not intended to be an exhaustive list of all the functions and tasks required of the position.</p> <br /> Duties &amp; Responsibilities <p>&nbsp;</p> <p><strong>ESSENTIAL FUNCTIONS:</strong><br /> &nbsp;</p> <ul> <li>Plans, prioritizes, assigns, supervises, inspects, and participates in the work of Traffic Maintenance crews engaged in the maintenance, repair and installation of a variety of traffic control devices, including signs, pavement markings, traffic signal equipment, including 170 type traffic signal cabinets and controllers, communication devices (radio and fiber optic), vehicle detectors, signal poles and mast arms, and aerial and underground wiring</li> <li>Maintains all documents and databases regarding the installation and maintenance of traffic control equipment and information</li> <li>Evaluates traffic operations and recommends changes for improved efficiency and safety</li> <li>Troubleshoots traffic signal system malfunctions and assigns maintenance and repair work to subordinate staff</li> <li>Prepares, recommends, and maintains annual budget requirements to support a preventative and corrective maintenance plan in addition to new construction</li> <li>Implements and enforces all approved policies, procedures, rules, and regulations, governing&nbsp;personnel within the Traffic Maintenance Division, the Bureau of Public Works and City of Pueblo.</li> <li>Develops, administers and provides training to division personnel on the proper installation, maintenance and repair of traffic control devices and related topics</li> <li>Monitors and documents employee performance, provides periodic feedback regarding performance levels,&nbsp;works with and mentors employees to correct deficiencies,&nbsp;and formally conducts performance evaluations of subordinate employees</li> <li>Makes recommendations to higher authorities concerning commendations or discipline of subordinates</li> <li>Ensures that all assigned tools, equipment and apparatus needed for successful job completion are available and functioning properly</li> <li>Reviews project designs and specifications, coordinates and inspects construction projects, prepares technical provisions and specifications for material and equipment purchases, evaluates bid proposals, and recommends purchases for contract awards</li> <li>Evaluates service work requests and complaints, and sets program and work assignment priorities</li> <li>Evaluates work methods, service quality, and equipment needs, and develops plans to satisfy current and future requirements for the division</li> </ul> <br /> <strong>IMPORTANT&nbsp;</strong><strong>FUNCTIONS:</strong> <ul> <li>May participate in the selection of maintenance staff</li> <li>May perform duties as assigned, of similar classifications of an equal or lower pay grade</li> </ul> <br /> <strong>PHYSICAL REQUIREMENTS:</strong><br /> The physical standards an employee must meet in order to perform the essential job duties with or without a reasonable accommodation include, but are not limited to: <ul> <li>Lifting, carrying, pushing, or pulling equipment and supplies weighing up to 50 pounds, frequently lifting and carrying objects weighing up to 50 pounds</li> <li>Frequently standing and walking for prolonged periods of time to observe for safety hazards and perform daily functions</li> <li>Some bending, stooping, crouching, reaching and climbing to work on repairs and inspect work sites</li> <li>Using manual dexterity to manipulate supplies, tools, and equipment</li> <li>Using visual acuity (near/distant, color, and depth perception)&nbsp;to read operating manuals and instructions, circuit diagrams, schematics and wiring diagrams; safely operating a vehicle and equipment; identifying hazards; and performing daily functions</li> <li>Frequently performing activities requiring a full range of body movements including sitting, bending, stooping, kneeling, squatting, crawling, twisting, and balancing</li> <li>Good speech communication, hearing, and listening for effective communication with others</li> <li>Ability to deal with moderate levels of stress including field traffic situations, irate citizens, employee performance issues</li> </ul> <p>&nbsp;</p> <br /> Knowledge, Skills &amp; Abilities <p>&nbsp;</p> <p>Demonstrated Knowledge of:</p> <ul> <li>Manual on Uniform Traffic Control Devices and general traffic engineering principals, concepts and guidelines pertaining to traffic signs, traffic signals, pavement markings, traffic operations and construction traffic control</li> <li>Electrical and electronic circuitry, including principles of ce
