The City of Dawson Creek is looking for an enthusiastic, motivated, strategic professional who shares the same passion, drive and determination as our already exceptional senior management team to join us as the Corporate Officer. The Opportunity: Reporting to the Chief Administrative Officer, the Corporate Officer provides leadership and direction for the planning, organization and direction to the Administration department. This position is authorized to take any reasonable action necessary to exercise the duties and carry out the general responsibilities assigned to him/her provided such action demonstrates sound judgement and is aligned with municipal policy and procedures, municipal bylaws, approved municipal practice and procedure, and the provisions of the Local Government Act and the Community Charter . We are looking for a highly-motivated, operationally-minded, and enterprising individual to lead our Administration Department. This exempt position will be of interest to candidates who have strong initiative, coupled with the ability to stay focused on results despite changing conditions. A leadership style that is firm and goal oriented, and yet motivates, trains, and engages others in an enthusiastic way is important. The emphasis on building rapport and relationships with individuals and groups requires an outgoing, poised and persuasive communication style. Because the pace of the work is faster than average, the ability to learn quickly and thoroughly while continually recognizing and adapting to changing conditions is critical. This position will suit an energetic individual who is educated, experienced and dynamic in leading, training and operations. Key work duties in this role include: Corporate Administration Supervises and/or oversees the supervision of Administration staff including recruitment, staff development, performance management, coaching/mentoring, health and safety, discipline and termination recommendations. To ensure that employees under his/her jurisdiction are delegated adequate authority to carry out their responsibilities but that appropriate limitations on their authority are clearly understood. To make recommendations regarding staff training, attendance at seminars, conferences, etc. Provide direction to staff regarding administrative procedures and quality control standards. Establish and prioritize overall department goals and objectives. Prepare and administer operating budgets and process revenues and expenditures in accordance with City policies. To prepare and administer standard City agreements. Assists in all land matters i.e. road closures and exchanges, purchase and sale of property, coordination of subdivisions and consolidation of property. Supervise the Citys Grant Writer, who assists City departments with various grant applications. Respond to inquiries and discussing complaints received from the public with respect to matters coming under their jurisdiction. 2.Council / Committee Meetings Prepare Council Agenda package for the review and approval of the CAO and Mayor. To assist members of Council in preparing documents required for the fulfilment of their duties. Provides confidential administrative support to elected officials and department heads as required. Prepares complex and technical reports for Council. Distribute and track assignments arising from the Council meetings and ensure they are completed in a timely manner. To assist in planning and co-ordinating City hosted events, celebrations or dignitaries'' visits. 3.Bylaws and Documents Ensures the research and preparation of bylaws, policies, procedures and reports for Council consideration. Provides guidance and instruction to staff on document preparation and processes; ensures preparation of contracts and other legal documents of the City. Ensures various statutory requirements including advertising, serving notice and other legal documents under Community Charter, Local Government Act and Council Procedure Bylaw are followed. 4.Corporate Records Supervises the maintenance of a centralized administrative filing system, and maintenance of the City''s overall record management system. Provides information concerning Council decisions, answers public inquiries, circulates official announcements and advertisements. 5.Elections Provide information to Council regarding election requirements. Upon appointment from Council, act as the Chief Election Officer at any election required by the municipality. 6.Freedom of Information and Protection of Privacy Act Act as
