POSITION: INFORMATION TECHNOLOGY OPERATIONS MANAGER DEPARTMENT: INFORMATION TECHNOLOGY
Pay Grade 26 Minimum Salary: $86,043 Mid Salary: $107,556 Max Salary: $129,064 Purpose of Classification: The purpose of this classification is to manage information technology infrastructure resources and assigned IT operations teams. Essential Functions: The following duties are normal for this position. Supervises, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures. Organizes, prioritizes, and assigns work: prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate. Manages assigned information technology projects and studies: defines scope of special projects and studies based on information needs; manages Tier 1 support for applications systems from project assignment through delivery; reviews and validates detailed functional, technical and program application specifications; supervises the creation of tests and/or test data; and monitors implementation of test procedures and results. Supervises systems, operations, and desktop support services: maintains operating systems; serves as a liaison to outside vendor of operational systems; analyzes Support Center operations; identifies trends and metrics; observes and measures organizational performance against customer requirements; reviews and validates detailed functional, technical and program specifications; and recommends modifications to existing systems or development of new systems and support services. Managed staff responsibilities include Virtual and Physical Environment Administration; Storage Area Networks (SANs); Networking Infrastructure; Telecommunication Systems; Windows/Linux Server Environments; Update/Patching Systems; Hardware Maintenance Schedules; Downtime Logs; Cyber Security of Infrastructure Plans and schedules testing of Disaster Recovery Plan: reviews hardware and software requirements to ensure availability of network resources at all times; and develops and implements back up strategies. Coordinate system implementation efforts for support requests: ensures requests are completed on schedule and in the most cost-effective manner; coordinates system implementation across multiple departments. Evaluates the impact of new or enhanced changes to software: conducts feasibility studies and cost benefits analysis; develops implementation strategies, including costs, alternatives and plans of action; participates in the planning and coordination of system implementations with the departments; schedules user area involvement; sets appropriate timetables; updates and coordinates user documentation and training of personnel; provides project status updates as requested. Coordinates with business units regarding IT needs: optimizes utilization of existing software products; develops business cases for enhancing, upgrading and/or replacing existing applications; implements best practice methodologies for maintaining existing software; and advocates and monitors application change implementation Participates in financial management and procurement activities: supervises and monitors budget/cost functions of technology alternatives; conducts Return on Investment analysis; recommends optimal technology to department Director and internal clients as needed; procures technology equipment and services; and ensures compliance with CCWA, local, state, and federal procurement policies, procedures, rules and regulations. Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records. Operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.
